Speaker Bios:

 

Ann Kitchen

 

Ann has over twenty five years of health care policy and operational experience as an attorney, healthcare consultant, State Medicaid official, state legislator, and member of the executive team for a Medicaid managed care plan. Ann.s expertise lies in working with government programs, Medicaid and Medicare health plans, nonprofit hospitals, academic medical centers and other safety net institutions to improve access to care.

 

Ann has over ten years of experience as a state official with state health care programs. Ann was a Senior Medicaid Policy Advisor with the Texas Health and Human Services Commission, State Medicaid Office. Prior to her work with HHSC, Ann was an Assistant Attorney General with the Charitable Trust Section of the Texas Attorney General's Office. Ann also served the State as a caseworker for special needs children at the Texas Commission for the Blind.

 

Jenny Fowler

Jenny Fowler joined Humana as regional director of government relations in April 2004.  In this role, she is responsible for the development, execution and advocacy of state legislative and regulatory strategy and policy in seven states including Texas.  Ms. Fowler, on behalf of Humana, is committed to transforming the current health care environment into a consumer-centric marketplace that delivers innovative health solutions that help people make informed decisions about their personal health.

Ms. Fowler is a former lobbyist for the Texas Medical Association, where she was responsible for all legislation related to managed care, workers' compensation, and tax policy.  Prior to joining the TMA public affairs team, Ms. Fowler held a variety of public policy roles. She served as chief of staff for State Representative Kenny Marchant and executive director of the House Republican Caucus during the 2001 redistricting session.  Ms. Fowler previously worked on the Capitol staffs of Representatives Tommy Williams and Warren Chisum and began her career as a policy analyst for the Texas Conservative Coalition. 

Ms. Fowler serves on several boards and advisory committees, including Anthropos Arts, Austin Economic Club, Critical Connection's Austin E-Connectivity Pilot Project, and the newly formed Round Rock Symphony.

Ms. Fowler holds a Master of Public Affairs from the LBJ School of Public Affairs and earned a degree in speech communication from the University of Texas at Austin.  She and her two rescue dogs, Rufus and Daphne, work and play in Austin, Texas.

Todd Patch

Todd Patch is a Senior Account Executive and a Principal of McQueary Henry Bowles Troy, LLP (MHBT) a commercial insurance broker consultant.  MHBT has become one of the largest independent firms in Texas after nearly a century of growth and is ranked among the “Top 100 Brokers” in the U.S. with offices in Dallas, Fort Worth and Austin.

Patch has eighteen years of experience as an employee benefits specialist.  Before joining MHBT, he was the Marketing Director for self-funded health and 401K plans for Great West in Dallas and then in the Austin area.  Patch then became Director of Sales for NYLcare, a leading managed care insurance company in the Austin region at the time, where he assisted some of Austin’s largest employers with the design and management of their employee benefit health plans.  He has spent the last ten years working as an employee benefit consultant specializing in clients with 50 – 5,000 employees.

Patch received his Bachelor of Business Administration degree from Texas A&M University.  He, his wife Kerry and two daughters, Kennedy and Kaiden live in Austin, Texas.
